'Paid as Claimed' - Starters
1. Recruitment
Advice and guidance is available from Personnel Services and local Personnel Officers to staff involved in recruitment. This includes advertisement, interview and the acceptable content and format of offer letters and contracts.
It may be necessary, through applying the employment status tests, to treat an individual who has a separate 'consultancy' contract as an employee for tax purposes on a 'Paid as Claimed' basis. Where this is the case reference should be made in the contract to the means of payment and how payment will be triggered. Personnel Services can also provide guidance on the setting of rates in such circumstances.
2. Staff Registration
(i) The Staff Registration Form
Irrespective of whether a separate 'consultancy' contract exists, in order to enable individuals to be paid on a 'Paid as Claimed' basis, it is necessary for the Staff Registration Form (SRF) to be completed. This is the same multi-page document 'pack' which is used by Payroll, Personnel and Planning functions within the University to create the necessary records for an individual member of staff on Main Payroll.
Staff Registration Forms are available from the Payroll Team.
Guidance on completion of the form is available on the form itself. A SRF Payroll Form
(23kb) is provided here for information only.
Completed forms should be signed by an authorized signatory within the department or employing unit and forwarded in the first instance to the Payroll Team. On receipt by the Payroll Team the details will be checked and any queries followed up in the first instance with departmental administrators.
(ii) Pension Scheme and Pension Contributions Salary Exchange Scheme
Although individuals are being paid via the Payroll for tax purposes, this does not necessarily make them full employees of the University. As such they are unlikely at present to be eligible for membership of the Pension Schemes or other benefit packages available to full employees. If in doubt, guidance should be sought in the first instance from Personnel Services.
