The Council Secretariat is responsible for matters relating to governance and compliance. These responsibilities are broad and, in general, relate to issues that are University-wide. A substantial portion of the section’s activities relates to the servicing of Council and many of its committees, including the General Purposes Committee, the Audit and Scrutiny Committee and the Finance Committee. Such work goes beyond clerking these committees; where appropriate, the section will also handle much of the work generated by the committees.

The section’s compliance work includes handling all matters relating to the Data Protection and Freedom of Information Acts, including dealing with requests made under the Acts and providing guidance and training to the University. The section also maintains the University’s statutes and regulations and is responsible for a wide range of other areas of work, from elections by Congregation and Convocation to pandemic-related planning.

The Deputy University Secretary, Emma Rampton, reports to the Registrar.

Profile of the Deputy University Secretary

Emma Rampton read Geography at St John's College before qualifying as a solicitor in 2000.  Having worked at one of the 'magic circle' firms in the City, she then moved to specialise in insurance litigation at a niche firm.  Deciding to pursue a career in University administration, she joined the University as the Head of Administration at the Faculty of Law, before taking up her current position in July 2008.
