Estates Services is responsible for the management and strategic development of the University's functional estate (i.e. property occupied by University bodies). This comprises 290 buildings, totalling some 530,000 m2 and the infrastructure associated with them.

The department is responsible for formulating estates strategy for consideration by the Buildings and Estates Subcommittee (BESC), which, by regulation, is responsible to the Planning and Resource Allocation Committee (PRAC) for management and maintenance of the functional estate. Other responsibilities include: the management of the University’s capital building programme; planned repairs and maintenance, including the provision, maintenance and replacement of services infrastructure (with the exception of IT and telecoms, which are the responsibility of IT Services); reactive maintenance, and management of the helpdesk facility; management and implementation of minor works; management and provision of security services across the University estate; space allocation and planning; property acquisitions, disposals and leases; graduate student accommodation; staff housing; University parks and Wytham Woods; and environmental sustainability.

The Director of Estates reports to the Registrar and works in close liaison with the Chairman of BESC, the Director of Finance, the Pro-Vice-Chancellor (Planning and Resources), the Divisional Heads and a wide range of officers in UAS. Given the extent of the capital programme, a key area of activity is the development of relationships with local and regional planning authorities.

Profile of the Director of Estates

Paul Goffin became Director of Estates on 5 March 2012. Before joining Oxford, he was Director of Estates at the University of Leicester, a post he held since August 2006. As Director, he was responsible for the programming and coordination of the University’s £100m capital building programme and for the management of over 300 buildings and 68 hectares of grounds through a team of 380 estates and facilities staff.

Prior to joining the University of Leicester in 2001, he worked for Warwickshire County Council Property Services Department, first as Deputy Area Surveyor, then Building Services Support Manager and finally Development Manager. In the latter post he was responsible for the provision of professional services to manage and programme the council’s £30m capital building programme.

He is a Fellow of the Royal Institution of Chartered Surveyors.
