Contingency planning for fire and flooding
It is the policy of the University that all departments draw up a contingency plan for dealing with major fire, flooding, and any other serious foreseeable emergency. A copy of the plan should be kept by the fire alarm control panel or incorporated on the fire alarm zone plan. A further copy should be sent to the University Security Services for safekeeping.
Clinical departments based on hospital premises are not required to produce a contingency plan. However, heads are responsible for ensuring that employees and visitors are familiar with the emergency arrangements made by the NHS Trust and must comply with any request by the NHS Trust for relevant information.
2. Information to be provided
The contingency plan should contain the following information:
(a) the location of the main control valves and isolation devices within the building for water, mains gas and electricity;
(b) the position of dry riser inlets in the building;
(c) the position of high-voltage equipment (>450 volts) where there is access to exposed conductors;
(d) details of building keyholders;
(e) identification of any high salvage priorities;
(f) identification of very high risk areas. In the case of Containment Level 3 biohazard laboratory areas, Fire Brigade personnel will not be expected to enter unless it is obvious that there is a fire in the specific laboratory. If it is not obvious that there is a fire within the laboratory and the Fire Brigade wish to enter, then this will only be expected to occur when an authorised user is present to accompany them;
(g) the position of acetylene cylinders, which pose a special danger to the emergency services in the event of a fire.
Large irradiator radioactive sources have their own contingency plans posted in the respective departments and these have been notified to the fire and police services. The locations of other radioactive substances, X-ray sets and accelerators are notified to the Fire Service by the University Radiation Protection Officer and are regularly updated.3. Review
Departments must ensure that the plans and details are updated when necessary, but in any event reviewed annually as part of the fire safety risk assessment exercise.
